DigitalOcean is a US company, so 17 U.S.C. §512 applies to it directly. A notice that meets the statutory form obliges expeditious removal to keep the safe harbour. There is no policy a US host could adopt that changes this, and any host with US operations claiming to ignore the DMCA is describing a risk it is taking, not a legal position it holds.
Every region on this estate is outside United States jurisdiction and each is held by a separate company on its own register. A notice arrives as correspondence, is forwarded to you in full with the complainant named, and content comes down on a court order or not at all.
An account there needs a real identity and a card, and fraud review is a normal part of onboarding. Here it is an email address and a password, and eight crypto assets including Monero. Not at signup, not later, not at any spend level.
Managed databases, managed Kubernetes, an app platform, their documentation. If the project needs any of those, this is the wrong supplier and pretending otherwise would waste your afternoon. What is here is a documented API, bare metal, GPU by the second and colocation, on one anonymous account.
Not directly. Resellers exist that take crypto and buy the capacity for you — the BitLaunch page covers exactly that, and why it moves the payment without moving the server.
Safe from a complaint email, yes: it is answered, not obeyed. A court with jurisdiction over the entity holding the server is a different matter, and the law-enforcement guide says exactly what that produces.
