Scaleway’s argument is about which government can compel a provider to hand over data — specifically, keeping European data out of reach of American extraterritorial demands. That is a real and valuable property, and for a European enterprise it is often the deciding one.
It is a different property from resisting a content complaint. A French company under French process is well protected from an American subpoena and entirely reachable by a French court. If your concern is a complainant rather than a government, the useful question is how many separate courts stand between them and the disk — which is what eight companies in eight countries answers.
European sovereignty says nothing about whether the provider knows who you are. Scaleway is a conventional identified relationship; here there is no name to hold in the first place, which is a stronger form of the same idea and a much narrower product.
From American demands, meaningfully so. From European ones, no — and GDPR is a rulebook about processing rather than a shield against a court.
