17,218 takedown notices produced zero removals, because a notice is correspondence and not an order — the no-DMCA policy explains the distinction and the fourteen days you get either way.

Three rows are zero by construction rather than by luck, and they are marked. Removals on a notice alone are zero because a notice is not an order. Gagged orders are zero because none has arrived — the claim the warrant canary is signed to make checkable. Seizures are zero because no equipment has been taken from any facility we occupy. Any of the three becoming non-zero would be the most significant thing this company ever published.
How these are counted
The methodology, because a number without one is a decoration.
- One notice, one count
- Not one per URL A single message listing four hundred URLs is one notice. Counting per URL would inflate the headline figure by a factor nobody could audit.
- Automated senders included
- A bot’s notice is a notice We do not quietly exclude machine-generated volume to make the ratio look better, and most of the volume is machine-generated.
- “Met the legal bar”
- Jurisdiction, scope, and form Issued by a court with jurisdiction over the entity served, within its own scope, and properly served. Two of those three fail most often.
- “Produced anything”
- Any record at all, however thin Counted even where the production was a single email address. A definition that excluded small productions would flatter us.
- The current quarter
- Excluded until it closes A partial quarter shown as a full one falls every time somebody looks early, which reads as improvement and is not.
- Corrections
- Published, not silently applied A restated figure is noted as restated. Numbers that change without explanation are worse than numbers that were wrong.
Reading the report.
Why is the removals row zero in every single quarter?
Because it counts removals made on the authority of a notice, and a notice has no authority. Content is removed when a court with jurisdiction over the hosting entity orders it, and those removals are not counted on this row — they are the outcome of the process described on the no-DMCA policy page. A permanently zero row is only meaningful if you know what it is measuring, which is why it is labelled.
Zero gagged orders in seven years is convenient. Why should I believe it?
You should not believe it on our say-so, and that is what the warrant canary is for. It is signed quarterly with a recent Bitcoin block hash, which proves the signature was made after that block existed rather than stockpiled in advance. If a gagged order ever arrives, the canary simply stops being renewed — and the reason that mechanism exists is that it is the only message a provider under a gag is able to send.
What exactly gets produced in the cases where something does?
An email address, and entries from a ledger of amounts and dates. Occasionally a service configuration: region, specification, image. Never disk contents, never database contents, never keys, never an identity document, because none of the last four exists. Do these figures cover all eight companies?
Yes, consolidated across every entity and every region. Where a request concerned more than one entity it is counted once, against the entity actually served.
Why start the report in 2019?
Because that is when the first customer machine was running and there was something to report. Publishing a report covering a period before the business existed would be the sort of decorative number this page is meant to avoid.
How often is this updated?
A quarter appears once it is complete, so the table gains a column in early January, April, July and October. Nothing on this page is typed by hand and nothing is held back for a better moment.
