Moldova is not in the European Union and has no obligation under US copyright law. For a complainant used to sending a notice and being obeyed, that is a wall, and it is a real one rather than a policy.
This estate does not have a Moldovan region and will not pretend the eight it has are a superset of every useful jurisdiction. What it has is eight regions each held by its own company, which answers a different question: not “how far is this from Washington” but “how many separate courts would somebody have to win in”.
